			<content:encoded><![CDATA[<p>A 25-year-old fisherman at Musoli landing site located in Mutumba Sub County in the eastern district of Namayingo was rushed to hospital in critical condition after a crocodile chewed off his buttocks.</p>
<p>The fisherman, George Musinde reportedly went to fish at around 7.30 pm on Sunday. He reportedly jumped into the lake to evade law enforcement officials on patrol.  </p>
<p>According to one of the locals, Juma Wabwire, it was then that the fisherman was grabbed by the crocodile chewing off all his entire buttocks.  Musinde managed to escape after pushing a big stick into the jaws of the reptile.</p>
<p>He said he later raised an alarm that attracted law enforcement officials who rescued him from being eaten up by the crocodile.</p>
<p>The secretary for defence Musoli landing site beach management unit, Moses Wesonga said the fisherman was rushed to Tororo main hospital in a critical condition.</p>
<p>He cautioned fishermen and locals against moving to the shores of Lake Victoria especially during late night hours.</p>
<p>Wesonga said most crocodiles usually take advantage of the night to attack people who come to take a bath or to fish.</p>
<p>The deputy fisheries officer Namayingo, Deo Mwogererwa said seven people were eaten up by the crocodiles at the same spot last year.</p>
<p>He said five of those killed were children who had gone to bathe as twilight approached.</p>

			<content:encoded><![CDATA[<p>Another locally assembled television brand has been unveiled.</p>
<p>The  first Hisense television set assembled in Uganda was yesterday handed over to President Yoweri Museveni by managers of Hisense Uganda and Future Electronics Co.</p>
<p>During the unveiling of the TV brand at State House Entebbe,  the managing director of  Hisense, Zhang Hao, said their products were already available on the Ugandan market. </p>
<p>The company also produces fridges and owns a group of restaurants.</p>
<p>Zhang was part of a group of Chinese investors who were introduced to the President by the former Chinese ambassador to Uganda Fan Gui Jin. </p>
<p>Ambassador Fan is the current Standing Director of the China National Committee for Pacific Economic Cooperation and the International Eco-tech cooperation Committee.</p>
<p>According to  a release form State House, the President  called on Chinese companies to either invest in Uganda by buying raw materials, processing locally and selling in Uganda and the region or work in partnership with Ugandans by selling to them equipment and other goods and allowing them to pay in installments.</p>
<p>“Either Chinese companies can invest here themselves or they can sell machines and equipment to Ugandan groups and allow them to pay in installments.</p>
<p>There is a big market for East Africa but you can also export to Europe,” he said</p>
<p>Uganda is a member of the commonwealth market for Eastern and Southern African States (COMESA), a region with a market of over 300 million people in  20 countries, a member of the East African Community and is allowed duty and quota free access into the US (AGOA), EU (EBA) markets and China.</p>
<p>The  Chinese investors also included :the Chief Executive Officer for ZTE, Bob Wang (Specialists in telecommunications, ICT and Solar equipment),  the Senior Marketing Manager for Shangai Construction Group Micheal Ray (Infrastructure development, road and airport construction and fruit processing) and the representative of the China CAMC Engineering Company, Li Yong.</p>
<p>The President  further  called upon the Chinese investors to exploit investment opportunities in infrastructure, especially roads, saying there are a number of roads that need to be tarmac.</p>
<p>“We have budgeted for this but we don’t have enough money to do it all at once. We are looking for financing for this or encourage the building of toll road especially on roads like Entebbe-Kampala, Masaka, Jinja etc You can participate in building toll roads especially in the country side,” he said.</p>
<p>Ambassador Fan Gui Jin said he was happy to encourage investors to come to Uganda, adding that this does not only help provide jobs and money to the local people but also provide training in various fields.</p>

			<content:encoded><![CDATA[<p>The Attorney General, Mr Peter Nyombi, has conceded that the leasing of management contracts for city markets between the defunct Kampala City Council (KCC) and businessman Hassan Basajjabalaba’s companies was null and void since they were not approved by the government legal adviser.</p>
<p>In response to a Constitutional Petition seeking to reverse government compensations to Mr Bassajjabalaba and his Haba Group of Companies, the AG described the petition as prolix, saying the transactions to the payment of the Shs142 billion contravened the law.</p>
<p>The AG says the transactions contravened the Constitution, the Public Finance and Accountability Act and that of Bank of Uganda.</p>
<p>“…They were aware of the illegality and they thus knew the recipients of public money which they should return,” reads part of the AG’s submission. According to the reply statement through State Attorney Gerald Batanda, the recipients are expected to return the money.</p>
<p>Demanding refund<br />
Legal Brains Trust, a Kampala-based legal and human rights firm, dragged government and 19 other parties to demand the refund of all public funds that were allegedly “stolen” from taxpayers by Mr Bassajjabalaba and his bankers.</p>
<p>In a March 2 letter, the AG said contracts for management of city markets between KCC and Mr Basajjabalaba’s Sheila Investments Ltd, Victoria International Trading Co. Ltd, Yudaya International Ltd and First Merchant International Trading Company Ltd are illegal.</p>
<p>Parliament has since adopted the House’s Public Accounts Committee report which recommended that the BoU governor, Mr Emmanuel Tumusiime-Mutebile, should be held responsible for the loss government incurred in Mr Basajjabalaba’s compensation. </p>
<p>The report also recommended that the two ministers Khiddu Makubuya abd Syda Bbumba, named in the scandal be relieved of their duties.<br />
The ministers have since resigned.</p>
<p>Meanwhile, the businessman has dragged government to court seeking for declaration that the said compensation was legal. The matter is pending before the Commercial Division of the High Court.</p>

			<content:encoded><![CDATA[<p>A 12-year old boy whose genitals were bitten off by an aggressive neighbor’s dog has been referred to Mulago hospital urology unit for possible perineal reconstruction surgery.</p>
<p>Joshua Okware, a primary three pupil of UCI primary school in Osukuru subcounty, Tororo district was attacked by the dog when he was cleaning his rear end on the ground.</p>
<p>The dog belongs to a bar owner, Simon Owino Otim.</p>
<p>Tororo main hospital medical superintendent Dr Andrew Opete said the boy sustained extensive perineal injury involving the glands, penile shaft and scrotum.</p>
<p>The incident happened at the school latrine [toilet] where the victim had gone for convenience at around 5.30 pm.</p>
<p>John Henry Okumu, the boy’s father said the victim immediately raised an alarm that attracted a huge crowd that discovered him lying in a pool of blood.</p>
<p>Okumu explained how shocked everybody was to discover that the boy’s testicles were all missing as the dog had “bitten and eaten them”.</p>
<p>He said they rushed the boy to Mbale Regional hospital immediately, but they were forced to return home on after failing to meet the costs of treatment there.</p>
<p>The day after, the victim was rushed to Tororo main hospital for treatment when his condition started to deteriorate.</p>
<p>Plan Tororo, a local Non-governmental Organization (NGO) made an immediate intervention by providing logistics support to transport the victim to Mulago in Kampala.</p>
<p>Phillip Oningo, the community development facilitator in charge of Osukuru sub-county said Plan Tororo will fuel the ambulance provided by the hospital and provide all the financial support needed at the hospital and the general upkeep of the attendants until the treatment is complete.</p>
<p>The NGO’s intervention follows an appeal by Okumu to all Good Samaritans to come to his rescue since he was financially handicapped.</p>
<p>The officer-in-charge of criminal investigation at Tororo police station Milton Birungi said Otim, the dog owner, has been arrested.</p>
<p>Birungi explained that the suspect will be brought before court and charged with rash and negligence once the resident state attorney sanctions his file.</p>

			<content:encoded><![CDATA[<p>Residents of Rucence village in Mbarara district were treated to drama when a woman suspected of committing adultery was ordered to ‘pack her bags’ and leave her marital home following a village court’s resolution.</p>
<p>After 22 years of marriage, Sarah Kyomuhendo and Abel Tumusiime parted ways after the former was accused of committing adultery with another man.</p>
<p>Kyomuhendo is said to have engaged in an extramarital affair with Anatori Ayebazibwe, porter and a resident of Kisoro trading centre in Rugando sub-county.</p>
<p>Ayebazibwe and his cheating lover were nabbed together in his house last week, after her husband Tumusiime reported to police his suspicions over his wife.</p>
<p>Tumusiime complained that his wife abandoned their five children in their family house to spend time with her lover.</p>
<p>An infuriated Tumusiime asked Mbarara Police to intervene in separating him and his wife, before the two cheats were released on police bond.</p>
<p>When Kyomuhendo was released on bond, she was ordered to attend the village meeting convened to hear their issues with the help of police officers, Justu Mbaramye, officer-in-charge (OC) of land issues, who represented the district police OC of CID, Lawrence Bishanga of Rugando Police Post.</p>
<p>Notable at the meeting was the vice LCI chairperson Rucence village, Hajjat Nuliat Kasibante among other elders and locals.</p>
<p>During the hearing, Tumusiime aged 56 accused Kyomuhendo and her lover of threatening to kill him.</p>
<p>He told the meeting that his wife chased him away from their home and he stayed at his brother’s home for three years, but decided to come back home after he realized that Kyomuhendo was having an affair with another man.</p>
<p>Divorce without reconciliation</p>
<p>The angered man asked for the divorce, saying he was no longer interested in reuniting with his wife because of her lack of respect towards their marriage and demanded an apology from his adulterous wife.</p>
<p>But the jilted wife stunned the meeting when she refused to apologize to the husband, equally demanding a divorce. She claimed her husband deserted her for three years and so she decided to look for the man with “potential to solve her problems”.</p>
<p>“I want this meeting to separate us because the man deserted the family and I needed services. It is good my lover is not far from here and I am ready to reunite with him once he is released from police custody,” Kyomuhendo demanded.</p>
<p>Tension</p>
<p>She claimed that Tumusiime connived with her step-sons and other family members divided their plantation and also stopped her from sharing meals with her children and cooking from the same kitchen.</p>
<p>Kyomuhendo packed all her belongings which included an old mattress, chairs, old doors and a window, pots, mats, hoes, bee hives and a hen.</p>
<p>The children, who helped their mother pack her property, were later shocked when their also stopped from visiting them without consent from their father.</p>
<p>Mbaramye, a police officer from Mbarara who witnessed the signing of the divorce letter, advised the local leaders to keep watch and ensure that no tensions develop between the two.</p>
<p>The local area vice chairperson, said it was “good for police to intervene in settling our issues”, saying they feared the couple would “one day kill each other”. She recommended that the Tumusiime and Kyomuhendo be counseled for the sake of their children.</p>
<p>Tumusiime expressed his relief over the divorce and promised to take care of the children. On her part, Kyomuhendo said she was glad that, “now I can freely enjoy myself without any attachment to Tumusiime.”</p>

			<content:encoded><![CDATA[<p>The Kampala Capital City Authority (KCCA) has so far collected close to sh20b within seven months of its existence, the Authority has disclosed.</p>
<p>Figures show that by February, the Authority had collected sh19.4b, which is sh3b more than what was collected during the previous financial year.</p>
<p>KCCA&#8217;s target is to collect sh45b of the sh145b budget passed for this financial year. The Government has already allocated sh100b in conditional grants to the Authority.</p>
<p>KCCA&#8217;s spokesperson, Peter Kaujju told the media Monday that the Authority&#8217;s move to streamline revenue collection was responsible for the good performance.</p>
<p>Most of the revenue was generated from trade licenses, property rates and ground rent, Kaujju said.</p>
<p>&#8220;KCCA has over 50 sources of revenue which we hope to maximize so that we hit our set target, despite the disruptions we have incurred,&#8221; he said.</p>
<p>The Authority hopes to increase its revenue base from the public transport industry, following its take-over of the lucrative taxi business in the city from the Uganda Taxi Owners and Drivers Association (UTODA) this month.      </p>

			<content:encoded><![CDATA[<p>Uganda will earn an estimated US$50m (about sh116b) from the forthcoming Inter-Parliamentary Union (IPU) assembly to be hosted in Kampala, a member of the organising committee has revealed.</p>
<p>Aswa MP, Reagan Okumu said Monday that the money would be earned through accommodating the delegates, tourism, sale of crafts and other souvenirs, hosting luncheons and dinners, entertainment, and renting out vehicles, among others.</p>
<p>Okumu and Dr. Michael Lulume Bayiga, the chairperson of the sub-committee on media and publicity were briefing journalists about the 126th IPU assembly to take place in Kampala from March 31 to April 5. It will attract over 1,600 MPs from 156 member countries.</p>
<p>Okumu assured that Uganda was set to hold the meeting and that most rooms in Kampala hotels had been booked. Some delegates, he said, had booked in upcountry hotels where there are national parks.</p>
<p>Without giving details, Parliament staff Andrew Kasirye said the Government was paying for only 100 delegates.</p>
<p>The agenda for the assembly includes election of the president and vice president of the assembly, general debate on the political, economic and social situation in the world with the overall theme &#8216;Parliaments and people: Bridging the gap.&#8217;</p>
<p>The legislators would also talk about promoting and practicing good governance as a means of advancing peace and security, and access to health as a basic right.</p>
<p>Without giving details, Lulume revealed that sh8bn had been earmarked for hosting the meeting.</p>
<p>He briefed journalists about a resolution that has been drafted on access to health as a basic right is being promoted with specific reference to maternal and child health.</p>

<p>Mugabe, in an interview to mark his 88th birthday, dismissed objections to early polls.<br />
&#8220;That is what cowards say. Elections can happen at any time. &#8230; Definitely, yes,&#8221; this year, he said.<br />
Mugabe turns 88 on Tuesday. Speaking to the loyalist Sunday Mail newspaper, he said money will be found to pay for presidential and parliament elections.</p>
<p>Prime Minister Morgan Tsvangirai&#8217;s party says polling cannot go ahead until constitutional reforms are complete, and rights groups have warned of an imminent upsurge of election violence.</p>

<p>Elly Maate, the south-south western Uganda police spokesperson identified the deceased as John Kamugisha, a resident of Rwere cell, Nyarutojo Parish, Kambuga Sub County in Kanungu district.</p>
<p>Maate said that they suspect that the deceased was murdered by unknown people. The spokesperson told New Vision that the deceased was a prominent coffee dealer in Kanungu but has not been on good terms with his wife and the children as well.</p>
<p>Police arrested Geoffrey Mutagamba in connection with the murder.</p>
